National Committee for Sub-national Democratic Development Secretariat (NCDD-S)

The Local Governments and Climate Change Phase 3 (LGCC-3) Project contributes to the implementation of the 10-Year National Program for Sub-National Democratic Development Phase 2 (NP2) by strengthening the capacity of sub-national administrations and communities to access and effectively utilize climate finance for adaptation investments. Funded by the Green Climate Fund (GCF) and co-financed by the Royal Government of Cambodia (RGC), the project will be implemented over a five-year period (2026–2030) with a total budget of USD 9,999,456. The project will be implemented in 25 districts across Battambang, Pursat, and Preah Vihear provinces under the management of the Project Management Unit (PMU) of the National Committee for Sub-National Democratic Development Secretariat (NCDD-S).

The project has two main outcomes: (1) Local-level institutions systematically integrate climate change adaptation responses into local development planning and budgeting processes through inclusive approaches; and (2) Increased resilience in agriculture, food security, health, water resources, the built environment, ecosystems, and vulnerable communities through enhanced access to climate finance for scaling up locally led adaptation investments.

To achieve these outcomes, the project will promote climate-resilient local development through institutional strengthening, capacity development, community engagement, and adaptation investments. It will support community-based climate adaptation interventions, including sustainable natural resource management, climate-resilient agriculture practices, small-scale water resource management, rehabilitation of climate-resilient public facilities and infrastructure, and community health improvement measures. The project will prioritize low-risk, locally driven solutions that enhance livelihoods, strengthen adaptive capacity, and improve the resilience of vulnerable communities, particularly women, indigenous peoples, and other marginalized groups.

To support project implementation, NCDD-S is seeking qualified and motivated candidates to fill the positions listed below.
