REQUEST FOR EXPRESSIONS OF INTEREST

(Consulting Services – Local Commercial Firms Selection)

Assignment Title: Consulting Services for End Project Impact Assessment

Reference No.: LASED/NCDDS/F/37/21 (CQS)

1. The Royal Government of Cambodia (RGC) has received Credit from the International Development Association (IDA) toward the cost of Land Allocation for Social and Economic Development Project II (LASED II) for five (5) years starting from 2016 – 2021. The LASED II Project has a total credit budget of SDR 18,200,000, approximately USD 25.06 Million and became effective on July 1^st, 2016 and has a closing date of December 31^st, 2021.
2. The LASED II now invites eligible consulting firms (“Consultant”) to provide the Services for Impact Assessment which the project’s implementation covers 14 SLC sites (11 target communes) in 7 target districts of 5 target provinces; Kratie, Kampong Chhnang, Kampong Thom, Kampong Speu and Tbong Khmum. The impact assessment should analyze the progress that LASED II Project has made against the five-years work plan (2016-2021) and Result Framework Indicators set.
3. Interested Consulting Firms should provide information demonstrating that they have the required track records of relevant and specific experiences, suitable capacity to perform the services, and availability of key permanent staffs.
4. The Consulting firms can participate in the competing process and will be selected in accordance with the Selection based upon Consultant’s Qualifications (CQS) method set forth in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grant] by World Bank Borrowers, January 2011 (revised July 2014).

6. Expressions of Interests must be delivered in a written form clearly indicate the assignment title and reference number to the address below in person, or by email before 5:00 p.m. on February 18, 2020 (Local Time).
7. To commence and implement the project, LASED II Project is urgently seeking for qualified and experienced consulting firm to meet the following criteria:

• Strong experience in conducting impact assessment included planning, designing, organizing surveys, data analysis and management.
• Have relevant experiences in social sciences, rural development and related field and experience in designing and conducting research or surveys.
• Adequacy of methodology and proposed work plan in responding to the Terms of Reference.
• Demonstrated track record in the organization of large-scale household surveys and research in remote rural areas in Cambodia and Good report writing.
