LIVELIHOOD ENHANCEMENT AND ASSOCIATION OF THE POOR PROJECT (LEAP) 

Request for Expressions of Interest (REOI)

A. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance has received a Credit from International Development Associate (IDA) to fund the Livelihood Enhancement and Association of the Poor (LEAP) Project. The project is a 5- year funded by the World Bank with IDA Credit number 5960-KH with the project code P153591. The project has a total budget of SDR 15,100,000, approximately USD 20,170,000 and became effective on May 26, 2017 and has a closing date of November 30, 2022.

B. To commence and implement the Project, LEAP is urgently seeking qualified and experienced consultants to fill the following positions:

  1. International Skill Development Advisor (120 days x 1 pax) bass in Project Coordination Office (PCO), Ministry of Interior (MOI), Phnom Penh

Minimum Key Qualification:

  1. Master’s degree (or higher) in a relevant field of study including human resource development, vocational training, rural development and planning, education, and development studies;
  2. At least ten (10) years of experience and success in supporting the design and/or implementation of similar projects or programs in another countries, particularly in the areas of active labor market interventions such as skills training and labor market intermediation services;
  3. Good knowledge of the international experiences, state of the art approaches and best practices in the specific areas the project and its subcomponents are dealing with;
  4. Good analytical skills and effective communication and training skills and competence in handling external relations at all levels;
  5. Prior experience designing and conducting rapid assessments, preferably on local labor markets;
  6. Prior experience of leading diverse teams across cultural boundaries to achieve program objectives;
  7. Team-building capacity including strong personal communication skills, with particular attention to supporting the building of national staff capacities;
  8. Relevant regional and international experience will be an added advantage;
  9. Prior experience working on a World Bank supported project, particularly on labor markets or jobs will be an added advantage;
  10. Ability to work in a team and to motivate other team members and counterparts;
  11. Fluency in English, including the ability to write, review, draft and edit required project documentation.
  12. Willingness and ability to travel in difficult conditions.
  1. National Skills Development Specialist (34 monthsx1pax), Base in Project Coordination Office (PCO), Ministry of Interior (MOI), Phnom Penh

Minimum Key Qualification:

    1. Master’s degree (or higher) in a relevant field of study including human resource development, vocational training, rural development and planning, education, and development studies;
    2. At least six (6) years of experience and success in supporting and implementing of similar projects or programs in the country, particularly in the areas of active labor market interventions such as skills training and labor market intermediation services;
    3. Good knowledge of the local context and experiences and state of the art approaches and best practices in the specific areas the project and its subcomponents are dealing with;
    4. Good analytical skills and effective communication and training skills and competence in handling internal and external relations at all levels;
    5. Prior experience in supporting and conducting rapid assessments, preferably on local labor markets;
    6. Prior experience in facilitation and coordination across individuals to achieve program objectives;
    7. Team-building capacity including strong personal communication skills, with particular attention to supporting the building of government officials capacities;
    8. Relevant regional and international experience will be an added advantage;
    9. Prior experience working on a World Bank supported project, particularly on labor markets or jobs will be an added advantage;
    10. Ability to work in a team and to motivate other team members and counterparts;
    11. Fluency in English and Khmer;
    12. Willingness and ability to travel in difficult conditions.
  1. Human Resource Development Facilitators (34month x 7 paxe bass in Siemreap Provincial Hall) and (34month x 3 paxes based in Phnom Penh Capital Hall)

Minimum Key Qualification:

    1. Bachelor’s degree (or equivalence) in a relevant field of study including human resource development, vocational training, rural development and planning, education, and development studies;
    2. At least three (3) years’ experience working on skills development, training, employment related services;
    3. At least two (2) years’ experience working with local authorities and/or relevant line government agencies on skills development and/or vocational training activities in poor communities;
    4. Prior experience with surveys, interviews, and data collection will be a plus;
    5. Dynamic, motivated, and pragmatic
    6. Ability to quickly learn new skills
    7. Ability to work independently as well as part of a bigger team
    8. Good in English and Khmer;
    9. Willingness and ability to travel in difficult conditions.

C. The Ministry of Interior (MOI) requests expression of interest from qualified and experienced candidates to undertake the above mentioned services which are further detailed in the Term of Reference for the assignments. The consultants will be selected in accordance with the World Bank’s Consultant Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014.
D. In submitting their expression of interest, candidates must provide their updated curriculum vitae, indicating professional skills, academic qualification, and experience in similar assignments, along with names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
E. Interested candidates can request for detailed Terms of Reference (in English) for the assignment from the address below during office hours from 08:00 to 12:00 and from 13:30 to 17:00 hours, Monday through Friday, except the government public holidays or website: http:/ncdd.gov.kh.
F. Expression of interests must be submitted to the address below no later than October 31, 2019 (before 17:30 hours). Only shortlisted candidates will be invited for interview and contract negotiation.
