LIVELIHOOD ENHANCEMENT AND ASSOCIATION OF THE POOR PROJECT (LEAP)
REQUEST FOR EXPRESSION OF INTEREST (REOI)

1. National MIS Consultant (MISC)
2. National Communication Consultant (NCC)
3. Phnom Penh Infrastructure Consultant (PPIC)
4. Provincial Infrastructure Consultant-PM&E Engineer (PIC-PMEE)
5. Provincial Infrastructure Consultant-Building Construction Engineer (PIC-BCE)
A. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance has received a Credit from International Development Associate (IDA) to fund the Livelihood Enhancement and Association of the Poor (LEAP) Project. The project is a 5- year funded by the World Bank with IDA Credit number 5960-KH with the project code P153591. The project has a total budget of SDR 15,100,000, approximately USD 20,170,000 and became effective on May 26, 2017 and has a closing date of November 30, 2022.
B. To commence and implement the Project, LEAP is urgently seeking qualified and experienced consultants to fill the following positions:
1. National MIS Consultant (One Position based in Ministry of Interior)
Minimum Key Qualification:
a) At lease Master Degree in Computer Science, MIS / Software development;
b) At lease 7-years working experience developing web-enabled software or 3 years extensive experience in the same fields;
c) Familiar with computerized accounting software and its operation;
d) Experience in working with back-end system that involve complex databases;
e) Experience in consolidation and validation of databases;
f) Experience in creating web-based MIS applications;
g) Proven experience in training in the use of automated MIS;
h) MIS development skills as part of past work experience;
i) Familiarity with mobile phone applications for data entry; and
j) Fluent in English, with working knowledge or fluency in Khmer.
2. National Communication Consultant (One Position based in Ministry of Interior)
Minimum Key Qualification:
a) Advanced university degree (master’s) in communications, media, public relations, marketing or a closely related field;
b) At least ten (10) years’ relevant professional experience include experience of managing communications, media relations and events for business, civil society or public-sector agency;
c) At least five (5) years in publishing documents and multi-media products to a high standard with development partners (bilateral and multi-lateral agencies);
d) Understanding of rural development and employment issues;
e) Documentation including preparation of photographic, video and written records of events and activities;
f) Publishing: preparing documents and multi-media for publication with a high and consistent standard of presentation;
g) Experience in event organization: preparation of conferences, workshops or other types of event;
h) Basic knowledge of web-page management will be an asset;
i) High standard of writing in Khmer and English;
j) Good teamwork abilities;
k) High level of computer literacy (skilled use of MS Office programmes including typing both Khmer and English);
l) Personal interest, commitment, flexibility and willingness to work in a highly motivated team of professionals; and
m) Ability to travel to areas of operations.
3. Phnom Penh Infrastructure Consultant (One Position based in Phnom Penh City Hall)
Minimum Key Qualification:
a) Bachelor degree (or higher is plus) in civil engineering field or related fields;
b) At least 10 years of experience in infrastructure design, construction and supervision as well as project management experience;
c) Training and presentation skills;
d) High level computer skills including Auto-CAD Design, MS Project, MS Office and thorough understanding of database design and management (highly desirable);
e) At least three years working with project related to CSF or Infrastructure Implementation, the World Bank and/or with Government Officials;
f) Familiarity with the principle issues related to policy, regulation and technology choice for small scale infrastructure construction, operation and maintenance;
g) Fluency in spoken and written Khmer and English;
h) Strong ability to prepare reports in English;
i) Ability and willingness to travel regularly to the sangkats across Phnom Penh;
j) Ability to work well in teams and to work independently with minimum supervision;
k) Friendly, good Communication, flexible, high responsibility and resistant to work;
l) Good management skill; and
m) Able to work under pressure.
4. Provincial Infrastructure Consultant- PM&E Engineer (One Position based in Siemreap Provincial Hall)
Minimum Key Qualification:
a) Bachelor degree (or higher is plus) in civil engineering field;
b) At least 10 years of experience in infrastructure design, construction and supervision as well as project management experience;
c) Training and presentation skills;
d) High level computer skills including CAD (essential) and thorough understanding of database design and management (highly desirable);
e) Previous and relevant experience, at least three years working with project related to CSF or Rural Infrastructure Implementation, the World Bank and/or with Government Officials;
f) Familiarity with the principle issues related to policy, regulation and technology choice for construction, operation and maintenance of rural infrastructure;
g) Fluency in spoken and written Khmer and English;
h) Ability and willingness to travel regularly to the provinces; and
i) Ability to work well in teams and to work independently with minimum supervision.
5. Provincial Infrastructure Consultant- Building Construction Engineer (One Position based in Siemreap Provincial Hall)
Minimum Key Qualification:
a) Bachelor degree (or higher is plus) in civil engineering field;
b) At least 10 years of experience in infrastructure design, construction and supervision, with a specific focus on building construction, as well as project management experience;
c) Training and presentation skills;
d) High level computer skills including CAD (essential) and thorough understanding of database design and management (highly desirable);
e) Previous and relevant experience, at least three years working with project related to CSF or Rural Infrastructure Implementation, the World Bank and/or with Government Officials;
f) Familiarity with the principle issues related to policy, regulation and technology choice for construction, operation and maintenance of rural infrastructure;
g) Fluency in spoken and written Khmer and English;
h) Ability and willingness to travel regularly to the provinces; and
i) Ability to work well in teams and to work independently with minimum supervision.
C. The Ministry of Interior (MOI) requests expression of interest from qualified and experienced candidates to undertake the above-mentioned services which are further detailed in the Term of Reference for the assignments. The consultants will be selected in accordance with the World Bank’s Consultant Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014.
D. In submitting their expression of interest, candidates must provide their updated curriculum vitae, indicating professional skills, academic qualification, and experience in similar assignments, along with names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
E. Interested candidates can request for detailed Terms of Reference (in English) for the assignment from the address below during office hours from 08:00 to 12:00 and from 13:30 to 17:00 hours, Monday through Friday, except the government public holidays.
F. Expression of interests must be submitted to the address below no later than 27 August 2018 (before 17:30 hours). Only shortlisted candidates will be invited for interview and contract negotiation.
