REQUEST FOR EXPRESSION OF INTEREST (REOI)
a) National Human Resource Development Specialist(One Position based in Phnom Penh Capital Hall)
b) National Agriculture Livelihood Specialist (One Position based in GDA-MAFF)
c) Human Resource Development Specialist (One Position based in Siemreap Provincial Hall)
d) Business Development Specialist (One Position based in Siemreap Provincial Hall)
e) Provincial Micro Finance Specialist (One Position based in Siemreap Provincial Hall)

1. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance has received a Credit from International Development Associate (IDA) to fund the Livelihood Enhancement and Association of the Poor (LEAP) Project. The project is a 5- year funded by the World Bank with IDA Credit number 5960-KH with the project code P153591. The project has a total budget of SDR 15,100,000, approximately USD 20,170,000 and became effective on May 26, 2017 and has a closing date of November 30, 2022.
2. To commence and implement the Project, LEAP is urgently seeking qualified and experienced consultants to fill the following positions:
a) National Human Resource Development Specialist(One Position based in Phnom Penh Capital Hall)
Minimum Key Qualification:
i. Master’s degree (or higher) in a relevant field of study including human resource development, vocational training, rural development and planning, education, and development studies;
ii. At least five (5) years’ experience working on project implementation and management, community development, skills development, vocational training, and/or employment activities;
iii. At least tree (3) years’ experience working with local authorities and/or relevant line government agencies on skills development and/or vocational training activities in poor communities;
iv. Fluency in English and Khmer; and
v. Willingness and ability to travel in difficult conditions.
b) National Agriculture Livelihood Specialist (One Position based in GDA-MAFF)
Minimum Key Qualification:
i. Has an Advanced Degree or Degree in Agriculture or Rural Development, or similar degree;
ii. Has experience of working with state institutions and NGOs for at least ten years in livelihood interventions such as farm and livestock;
iii. Has experience of rolling out some or all of the programs that will included in the project such as Productivity Enhancement, Climate Smart Agriculture, Sustainable Agriculture Practices, Home Nutrition Garden, Chicken Rearing, Goat Rearing, Pig Rearing, etc.;
iv. Good interpersonal and communication skills and teamwork abilities;
v. Has knowledge and experience of working with poor households;
vi. Has experience conducting studies, workshops, seminars, review meetings, annual planning exercises, on farm and livestock topics;
vii. Has experience working on livelihoods-based community institutions such as Self-Help Groups, Producers Groups or Farmers Clubs, etc.;
viii. Has experience of networking and partnership with organizations working in farm and livestock;
ix. Experience of working knowledge in MS Word, MS Excel and MS Power-point; and
x. Ability to communicate well in English is preferable.
c) Human Resource Development Specialist (One Position based in Siemreap Provincial Hall)
Minimum Key Qualification:
i. Master’s degree (or higher) in a relevant field of study including human resource development, vocational training, rural development and planning, education, and development studies;
ii. At least five (5) years’ experience working on project implementation and management, community development, skills development, vocational training, and/or employment activities;
iii. At least tree (3) years’ experience working with local authorities and/or relevant line government agencies on skills development and/or vocational training activities in poor communities;
iv. Fluency in English and Khmer; and
v. Willingness and ability to travel in difficult conditions.
d) Business Development Specialist based (One Position based in Siemreap Provincial Hall)
Minimum Key Qualification:
i. Has an Advanced Degree or Degree in Agriculture or Rural Development, Agri Business Management or Business Administration or similar degree;
ii. Has experience of working with state institutions and/or NGOs for ten years in livelihood interventions such as farming and livestock;
iii. Demonstrated entrepreneurship experiences and/or business running experiences;
iv. Good interpersonal and communication skills and teamwork abilities;
v. Has knowledge and experience of working with poor households;
vi. Has experience of conducting studies, workshops, seminars, review meetings, annual planning exercises, etc.;
vii. Has experience supporting livelihoods based community institutions such as Agriculture Cooperatives, Producers Groups or Farmers Clubs, etc.;
viii. Has experience of networking and partnership with agriculture based marketing organizations, corporate buyers, private sector;
ix. Experience of working knowledge in MS Word, MS Excel and MS Power-point; and
x. Ability to communicate well in English is preferable.
e) Provincial Micro Finance Specialist (One Position based in Siemreap Provincial Hall)
Minimum Key Qualification:
i. Has an Advanced Degree or Degree in Agriculture / Rural Development / Business Administration or similar degree;
ii. Has experience of working with state institutions and NGOs for seven years on Financial Inclusion or Micro Finance through Community Institutions such as Self Help Groups (SHGs) or Joint Liability Groups (JLGs) or Producers Groups (PGs) or federation of grass roots level community institutions;
iii. Good interpersonal and communication skills and teamwork abilities;
iv. Has knowledge and experience of working with poor households on Micro Finance;
v. Has experience of conducting studies, workshops, seminars, review meetings, annual planning exercises, etc.;
vi. Has experience of working on bank financing to community institutions such as SHGs or PGs as loans will be preferred;
vii. Experience of working knowledge in MS Word, MS Excel and MS Power-point; and
viii. Ability to communicate well in English is preferable.
3. The Ministry of Interior (MOI) requests expression of interest from qualified and experienced candidates to undertake the above mentioned services which are further detailed in the Term of Reference for the assignments. The consultants will be selected in accordance with the World Bank’s Consultant Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014.
4. In submitting their expression of interest, candidates must provide their updated curriculum vitae, indicating professional skills, academic qualification, and experience in similar assignments, along with names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
5. Interested candidates can request for detailed Terms of Reference (in English) for the assignment from the address below during office hours from 08:00 to 12:00 and from 13:30 to 17:00 hours, Monday through Friday, except the government public holidays.
6. Expression of interests must be submitted to the address below no later than May 31 2018 (before 17:30 hours). Only shortlisted candidates will be invited for interview and contract negotiation.
