IP3 Implementers Prepare an Initial Annual Work Plan and Budget for 2014

Phnom Penh, 29th November 2013: The National Committee for Sub-National Democratic Development Secretariat (NCDDS) organized a meeting to develop the 2014 Annual Work Plan and Budget (AWPB). The meeting was held on the 26th of November 2013 and introduced the procedure for preparing the 2014 AWPB.  

 

 

 

 

 

 

The meeting was presided over by H.E Ngan Chamroeun, Executive Deputy Director of the NCDDS. Forty persons (including five females) attended. The represented all sub-programs and the 24 Provinces / the Capital. Active discussions were held and a variety of comments were received from participants.

 

Since it was nearly the end of the year and since the IP3 was extended for another year, H.E Ngan Chamroeun told participants, “therefore, each sub-program has to plan activities and budget for 2014 as soon as possible.”  He stressed the importance of clear planning and diligence and added that all activities will need to be completed by the end of the year, as the first phase of the program was ending. 

 

The Program Management and Support Division of NCDDS presented the step by step procedure for preparing the work plan and budget for 2014 and stressed the importance of realizing all results during this extension year. 

 

The expectations during 2014 are to implement the DM fund, transfer functions, implement a social accountability program, transfer staff and HR management functions to SNAs, strengthen sub national councils, develop planning systems, develop oversight systems, strengthened administrative capacity and strengthen the capacity of the Associations of Councils, mainstream gender, and prepare the next phase of the IP3.
