Kampong Chhnang, 28 January 2013: A delegation from Ministry of Interior in collaboration with Secretariat of National Committee for Sub-National Democratic Development (NCDD) on 21-24 January 2013 took a visit to Kampong Chhnang province and Kampong Tralach district to evaluate administration management.
This is an in-depth evaluation mainly focusing on structure management, accountability system, working procedure, performance, staff management, budgetary management, office condition and equipments, technical support, and three-year implementation plan 2011-2013 (IP3) of the national program for sub-national democratic development.
The delegation met with provincial councils, boards of governors, technical facilitation committee, Women’s and Children Consultative Committee (WCCC) , administration head, and the five 
divisions of Kampong Chhnang province.
This evaluation aimed to review structure management and working procedure at sub-national levels, being delegated by the government after capital, provincial, and municipal/district/Khan council election in 2009, said H.E. Suos Prathna, deputy general-director of general department of local administration at Ministry of Interior, who led the delegation.
“This evaluation is to seek demand and request of the province and districts implementing daily work to review and design legal frameworks for implementation in order to meet needs when national level delegates functions and resources to sub-national levels,” he added.
Then, the delegation visited Kampong Tralach district and met with district councils, boards of governors, technical facilitation committee, Women’s and Children Consultative Committee (WCCC), administration head, office director, officers of planning and commune support office, officers of administration and finance office, and inter-sector office to evaluate administration management in this district.
This evaluation is conducted at all capital, provinces, and municipalities/districts/Khans throughout Cambodia. The remaining municipalities/districts/Khans will be evaluated by their own provinces upon the completion of this evaluation by national level.
