Request for Expression of Interest of Training Service Providers

A. Background

The Livelihood Enhancement and Association of the Poor (LEAP) project is prepared by the Ministry of Interior of the Royal Cambodia Government for financing by the World Bank. Total World Bank financing is $20 million and the duration is 5 years.

The objective of the project is to improve access of poor and vulnerable households in selected communities to financial services, opportunities for generating income, and small-scale infrastructure, and to provide immediate and effective response in case of an eligible crisis or emergency. The project has following components:

Component 1: Improving Livelihoods for Rural Poor and Vulnerable Households. The component is implemented by the Siem Reap Provincial Government through the following sub-components:

• Sub-Component 1.1: Building and Strengthening Institutions of the Rural Poor
• Sub-Component 1.2: Enhancing Skills and Employment Opportunities for the Rural Poor
• Sub-Component 1.3: Improving Basic Services and Community Infrastructure

Component 2: Improving Livelihoods for Urban Poor and Vulnerable Households. This component is implemented by the Phnom Penh Capital Hall through the following sub-components:

• Sub-Component 2.1: Enhancing Skills and Employment Opportunities for the Urban Poor.
• Sub-Component 2.2: Improving Basic Services and Community Infrastructure

Component 3: Project Management. This component is implemented by Ministry of Interior and would support the overall implementation, supervision and coordination of the project at the national and subnational levels.

The sub-components 1.2 and 2.1, similarly structured sub-components would be implemented entitled “Enhancing Skills and Employment Opportunities.” These subcomponents would support the beneficiaries from ID-Poor1 and 2 on skills training to enhance the operation and management of their livelihood activities. Job search and placement assistance would also be provided to link the beneficiaries with potential employers. The provision of skills development support aims to reach a total of approximately 1,350 individuals in Siem Reap and 750 individuals in Phnom Penh.

To support the Enhancing Skills and Employment Opportunities, the project is seeking qualified training providers to deliver training services to eligible beneficiaries.

 B. Responsibilities of Training Provider

The training provider will be responsible for directly implementing Sub-components 1.2 and 2.1, the main tasks would include: (1) facilitate and ensure the quality and delivery of the vocational skills training, and (2) provide placement support service.

The training provider, in collaboration with the LEAP Team, shall ensure that skills training and capacity building inputs provided to the individual local job seekers match the demand for their work, through following tasks:

• Technical and Vocational Education and Training (TVET) – This task provides eligible individuals with training in the vocational skills courses identified in the database of in-demand local hire jobs, skills and service contracts and targeted in the overall plan for the delivery of this component. Specific responsibilities of the training provider includes:
  • Facilitate and arrange the enrolment of eligible individuals from rural/urban poor communities
  • Organize enrolees into training batches
  • Develop vocational skills training options and curriculum according to the needs from employers
  • Good cooperation with employers/private sector enable to create internship space for the trainees
  • Conduct training courses, and ensure quality and effectiveness of delivery
  • Submit progress and completion reports to the LEAP project manager

• Placement Support Services – The training provider will continue supporting individuals after they have completed the above courses. Post-training assistance to be provided include:
  • referrals, job matching and placement;
  • technical assistance in preparing resumes and preparing for interviews; and
  • provision of follow-up training and technical support.

The training provider shall closely work with the employers, job centre, and other potential employers to improve the chances of the graduates to secure employment and/or contracts.

C. Reporting, monitoring, coordination and review

The training provider shall report to the manager and director of LEAP project. The provider provides the report regarding enrolment, drop out, course completion, and job placement status.

D. Qualification and Experience Requirements

The training providers should have the following qualifications:

• registered/unregistered under MLVT and/or other government ministries;
• introduce a clear and transparent training curriculum align with CQF1 and 2;
• at least 5 year experience in providing vocational skill training in relevant subject and flexible training programme;
• experience in providing job training and placement support services in Cambodia;
• concern on safety and healthy, trainees centre and environmental friendly
• sound good cooperation with relevant employer(s) and private sector where student able to intern/practice

 E. Period of Contract:

The contract period is one year. Upon effective performance, the services under this contract could be extended under a new contract for an additional two years.

F. The Budget 

The budget proposal to cover the vocational skills training services (detailed tuition fee for each training course).

Instruction for application:

In submitting their expressions of interest, the interested training providers are kindly requested to provide their cover letter and organizational profile indicating technical skills, experience of technical skills training delivery, and experiences in job placement support for graduates along with the names of at least three (3) referees (employers) with contact information (e-mail, telephone or fax numbers). Expressions of Interest must be submitted to the address below by email no later than November 08, 2019 (Before 5:00 pm).

Only short-listed training providers will be visited for further review and discussion.
