Phnom Penh 26th November 2013: 25 Myanmar delegates (5 of whom were female) met H.E Ngan Chamreoun, the Executive Deputy Head of National Committee for Sub-Nation Democratic Development Secretariat (NCDDS) on 25th November 2013, to learn about how the Royal Government of Cambodia supports sub-national democratic development. The meeting focused on vertical and horizontal coordination, representation, and participation at the local level.
Overall, the study tour in Cambodia is scheduled to last 7 days, from the 23rd to the 30th of November.
Discussions were organized into two sessions. During the morning session delegates discussed the general situation in each country, while in the afternoon they discussed democratic development reforms in each country.
H.E Ngan Chamroeun provided background into the Cambodian reforms since its beginning to the delegates in Myanmar. In the presentation, H.E Ngan Chamroeun described Cambodia’s political and public administration, decentralization and deconcentration reforms, key achievements, and challenges. During the meeting, the Myanmar delegates asked numerous questions about how Cambodia implements its reforms and requested a wide range of supporting documentation.
Myanmar delegates also plan to meet with the NGO forum, the Ministry of Interior, the Ministry of Planning, the Senate, Social Accountability Working Groups, the World Bank, and several NGOs. They will travel to Takeo Province to better understand local development funds, the role of commune councils, district councils and district administrations in promoting public participation, in managing discretionary funds, in project identification and in promoting participatory M&E. They will also meet representatives from the Ministry of Economy and Finance.
