H.E Sak Setha៖ Strong commitment and participation from people in the community leads to effective waste management

02 April 2015, Phnom Penh៖ “To have good waste management, we, government need a strong awareness and citizen participation  in disposing garbage”, said H.E Sak Setha, secretary of state of the Ministry of Interior and Head of the National Committee for Sub-National Democratic Development Secretariat (NCDDS), in a workshop about the draft decree on urban area solid waste management, on 25th March 2015, at Le Royal, Phnom Penh.

 

“Forming policy in national strategy and other related legal frameworks of technical standard helps in waste management,” H.E Sak Setha said. “Each related ministry and sub national level should have clear responsibilities on waste management.” 

 

The draft decree on urban area solid waste management aims to transfer waste management in urban areas to sub-national level. The Ministry of Environment and the Department of Environment at provinces and provincial administration support technically, financially and by building capacity of city, district and khan administration to make the function transfer successful.

 

The new decree aims to have more effectiveness and safety in managing garbage in urban areas and to promote public awareness and get participation from citizens in waste management.

 

Waste management in urban areas is a new function that the Ministry of Environment prepares to transfer to sub national administrative level after the release of join-announcement of the Ministry of Interior about using the environment budget fund for implementation of urban waste management at sub national administration.

 

The Ministry of Environment and the NCDDS co-organized a workshop for consultation to finalize the decree. The workshop was attended by 150 participants from ministries, sub national administration governors, NGOs, development partners, and other private sectors. The workshop was financially supported by the Konrad Adenauer Stiftung. NCDDS
